Not for free, I fear.  At least not "Built in"...

Pretty much any authenticating firewall or proxy server could handle this with ease, many of which are free. If you have a spare machine just install IPCOP and set up NCSA or winbind authentication. If you're a Microsoft junkie, ISA server works pretty well for this and integrates with AD. If those users didn't have internet access at all before, why not just turn on the built in win2k port filtering and deny port 80. (this would be per machine, which may or may not work for your setup)
