First of all its not a law. Congress empowered the FCC to make these rules and to change them as necessary to avoid armed rebellion and a run on the providers of tar and feathers. Last I heard was that the TV stations would be required to continue analog broadcast until 90% of the installed receiver base was digital. If the wind direction shifts, the rule might be changed. As a matter of interest, Germany has already discontinued all analog tv transmission.
