Thanks again Dennis for the faxed copy, to summarise:

The Issue 52 June/July 2005 Highway Electrical News article reports the
decisions reached at a meeting of the Highway Electrical Sector Scheme
Committee to review the Grandfather Rights deadline. It divided the Highway
Electrical sector into three areas - public lighting, non-illuminated signs
and traffic signals, and considered each of these separately for contractors
and clients.

For every area except traffic signal clients the situation now is that as
long as an organisation has registered its intention to register its
operatives to the Registration Scheme for Competent Operatives by 30th
September it will be allowed 4 months to submit the applications for each
individual operative i.e. by 31st January 2006. The Committee reminded
organisations that a registered competent operative was not exempt from
obtaining an NVQ/SVQ which would have to be obtained within 10 years. If an
organisation cannot meet these deadlines they can still register their
operatives via the Experienced Persons Route which required the operative to
obtain the NVQ/SVQ within 3 years - the Committee has now extended this
period to 5 years.

For traffic signal clients it was agreed that they (we) would develop their
(our) own competencies and submit details to the Sector Scheme committee
with a target date of 31st January 2006. Obviously TSUG will be heavily
involved in this process, and dates for registration and grandfather rights
cannot be set until after the competencies have been agreed.

The Committee also approved an on-line application service which would allow
organisations to register ther competent operatives via the Highway
Electrical website - simplifying the process, ensuring applications were
fully complete and preventing administrative errors.

The Committee also agreed to expand the equipment to be covered by the
sector scheme to include motorway communications, cameras, traffic
monitoring equipment, tunnels, pumping stations etc. and to include
associated services such as slot cutting, trenching and cable laying. The
report doesn't mention anything about timescales for these expansions, but
presumably as they are talked about as expansions it means that these areas
are not covered by the existing scheme competencies.

Thanks Dennis - that was were I saw it, now all I have to do is find a copy
- I fear I filed  it under B for Bin just before going on leave!

I'm told that although the date for individual registration has been put
back, that for organisations still remains at September 2005.

Terry Carter presented at the last meeting a proposal that Sector 8
would
not apply to "client side"
(unless of course the client side got involved in cable disconnections
and
or board replacement etc)

There was considerable discussion and I think it was Sunhil who said he
was
attending a meeting at
which an extension to the time was to be requested. I have heard nothing
since this.

Articles in TEC (March 2005) suggest that September is still the
deadline
for Grandfather Rights.

Hope this helps.

We in Surrey (I am sure as every other authority) are very concerned.
The costs of managing this scheme are horrendous and we are currently
exploring other avenues
including an in house management scheme.

I remember reading recently that the implementation date for parts of
the
Sector 8 sector scheme had been postponed to Feb 2006, and that CSS/TSUG
were to be involved in defining the required competencies for traffic
control staff. Can anybody point me to the right place for chapter and
verse
on this - I've not had any success with a Google search.
