I dont know whether manu is getting the idea. In iiit we dont have a local mirror. Instead what is done is like a local cache, is made in proxy server and files are thus downloaded frm outside only once. And bandwidth will always a problem, we hav 60mbps for our hostels with almost no restrictions except for torrents. College hav a different connection with more restrictions like no youtube in working hrs. Then different centers have their own connection for different purposes like running a crawler, voice or video conferencing etc. Still people complain about bandwidth. So having enough bandwidth is kind of impossible. To have optimum usage, data should go through different lines or should be distributed. The best way to distribute is p2p share. Once the idea that u hav to download only things which are not there in p2p, the load on external line wil reduce. But it wont happen the next day. It should become a part of their life then it will.
