Many if not most simple strobes allow control of flash duration... with any thyristor flash, the brighter the light the longer the burst. Generally duration ranges from 1/20,000-1/50,000 or so to about 1/2000-1/5000. It would be simple to test you hypothesis, but I doubt very much that variance within these speeds is enhancing the look; I suspect it is the addition of ambient light through a longer exposure...
