Mike, et al -

Thanks for the offer of help. I met with BLM yesterday, discussed the new
application requirements and data needs, and have nearly everything required in
place to submit our new application. The only open item is that I need to
summarize our operating policies and procedures for them in the format they
need. This will take me about 3-4 hours tonight and tomorrow night. I plan to
submit the application to them on Friday.

Unfortunately, they then have a process in place that will require them to do
some checking (maps, safety assessment, etc…) and it just takes them about 30
days to process. At that point, we start the second step which is to discuss
fees, get insurance paperwork done, etc… At that point, they will issue a
permit sometime within 30-60 more days.

I don't want to give false hope or anything, but since we're more
straightforward than a cross-country road race (which is what their procedures
are setup for), then perhaps they will be able to speed things up. Given that
there's one overworked guy doing all this for all the land from Death Valley
down to the border and from the Ocean to Arizona, 30 days may be fast.

I guess that my request is that everyone sit tight and let them get their
process completed. Pressure and complaints should be directed at the ROC board
and not BLM :-) !

Oh, and everyone should go to the May 5th Trailer Cleaning to help us maintain
our equipment and have a good time swapping tips, techniques, and rocket
stories.

Thanks.
