http://community.pentaho.com/ has the open source side of things. The first thing to try would probably be prd - the Pentaho Report Designer. Then if you are able to use that for some interesting reports and want web server access, look at the BI server platform. It is a fairly massive project and mostly driven by the commercial side, but those two parts aren't too difficult to download and run.

One of the output choices is csv, but it also does nice looking html, pdf, xls, etc.
