A couple of really good ideas here.  The silicon adhesive caulk is a good idea. 
 So is the weatherstrip adhesive.  The biggest worry is it not sticking to the 
existing glue which just might not be that tough to get off, but then again it 
may be impossible especially from the rubber.

I have never had much luck with anything sticking once two glues were mixed.  I 
was hoping someone knew what Canon used.

Another idea that came to me was model airplane glue.

surfaces with a solvent before applying cement. You do not need to abrade
painted or metal surfaces. If the rubber has a mold release on its surface

Usually a variation of Pliobond or contact cement.  It forms a
removable bond if you apply to one surface and put the parts
together while the glue is wet.  The problem with pliobond
is it gets tough/brittle with age.

Rubber cement works also, for a stronger bond use like contact
cement: apply to both surfaces, let dry to slightly tacky, and
then press the surfaces together.  Not as strong as pliobond
but it doesn't get brittle.

As snoopy mentioned, RTV is also a good choice.  RTV doesn't
stick well to un-anodized aluminum but shouldn't have any 
trouble with lens barrels.

Sand all surfaces lightly with fine sandpaper, clean them off
with lighter fluid, then glue.
