The .Net framework includes a command line compiler called csc.exe.
I use it all the time.
C:\Windows\Microsoft.NET\Framework\v3.5\csc.exe for the .NET Framework
version 3.5.
Another option is to use a complete IDE like Visual C# 2008 Express which
includes all you need for C# development.
