This happened to me with Win95.  I just suddenly had no help files in most 
of the programs.  I did have it in one or two which appeared to be 'stand 
alone' rather than using the normal windows.  I never did find a way to get 
them back until I reinstalled Windows.  I have no idea why it stopped 
working as nothing new was added or removed during the time it stopped 
working.  You might simply try reinstalling the help files for the OS if 
that can be done separately.  If not, is it possible the restore disk is 
defective (by that I mean that maybe the help file is corrupt and doesn't 
install properly)?  You say it works on another computer.  Does that mean 
you have the same OS on another computer?

Win95 was on a restore disk and worked fine once I reinstalled it, so it 
probably isn't the 'restore' part, it may just be a bad file on the 
disk?  Just a thought you might try before spending more money.  Try to get 
the company to send you a new restore disk.  Explain the problem and tell 
them it has to be an issue with the OS on that disk since it all works 
elsewhere.  I'm definitely no expert in this area so I don't know if my 
experience will help you any or not.
