Yes.  I had that problem once on one of my Dell computers.  I called tech 
support  and they helped find a missing file and BINGO my Help worked.

Unfortunately, that was so long ago and a one time event so I don't remember 
squat about the fix.

I would suggest calling your tech support folks.

As a side note... I have found the supprt forums at Dell to be filled with 
helpful people... I would not hesitate to visit them and ask questions... 
even "stupid" ones.  And they are useful and available and FREE... even 
after your warranty runs out.  They are one reason I continue to buy Dells 
every time I need (or want) a new computer.

If your computer does not have support forums I would look for a different 
brand of computer next time.
