[pchelpers] Shutdown causes a restart occasionally

Since I have installed the Cable Modem it has been working great.
However I notice at times the Shutdown acts more like the Restart. Adelphia
was pretty helpful and suggested to look on HP.COM for something that
causes it to not shutdown if the modem is active with the Internet. So far I
have not been successful. Anyone else run into this?
