What bit-rate is required for broadcasting with MPEG-4
 H.264/AVC?

The DVB Project has incorporated 1080p/50 in its recommended
distribution compression formats, which may be used for future
broadcasting. Perhaps surprising at first, initial tests at the
 > EBU have shown that 1080p/50 will not require more bitrate than
1080i/25 for broadcasts, but naturally it will show better
picture quality on large displays. Ask an EBU Engineer for the
detail of the results. So, whilst production systems will
require more bit-rate than older HDTV formats, distribution
should require the same bit-rate as 1080i/25, and only about
 15-20% more than 720p/50.

My bet is that this is the same sort of complicated result as the one that says that H.264 is twice as efficient as H.262. Push comes to shove, H.262 can also pack 10 SD channels in a 19.39 Mb/s channel. And the bit rates assigned to HD channels are roughly the same, by their estimates.

Let's see what happens beyond "initial tests." If average bit rate of 1080/50p is 20 percent higher than 720/50p, peaks are probably quite a bit more than that, is one guess.

Varying opinions can exist in any organization.

I would only note that in extensive tests conducted by the EBU, viewers preferred source encoded as 720@50P over the same source encoded as 1080@50P. These tests were based on a variety of 1080@50P source material.

It may only take 10% to 15% more bits for 1080@50P on average, but the peaks will kill you!

Craig
