The first assumption is probably wrong. A 1080@60P camera is likely to produce far more information than a 1080@30i camera. unfortunately since the sampling rate doubles, the sensitivity decreases and noise increases. While the information produced by the 60P camera is more accurate, you may not get enough increase in coding efficiency to make up the difference.
On the other hand, if you resample to 720P you will reduce entropy and start with a better image than a native 720P camera.
All of this stuff is relative. What really matters is that we present the encoder with the highest quality samples possible; if this means resampling to a lower resolution for encoding, why complain about the format being used - celebrate the fact that the quality is better.
