From memory when SECAM was first used the Broadcasters worked in Analogue
Component with immensely complicated Thomson mixers and only coded at the
last point.

By the late 70'a most studio's and trucks used PAL until the transmission
encoders, so in fact they didn't bother or as we say in the "UK am I
bothered!"

In other words, why bother?  You could use PAL equipment for production 
and then transcode for transmission.
