Yes, many new TVs do include a QAM tuner that allows you to access cable programs that are in the clear - typically only the same local stations you could get with an antenna. The cable card options is all but gone on most of these sets.This is what Best Buy says about the tuners for every model I looked at:

Built-In HDTV Tuner: Add HD-capable antenna to receive over-the-air high-definition broadcasts, where available. Optional set-top box required for high-definition cable or satellite programming.

Without two-way connections, the cable tuner option was mostly useless...

So the reality for the vast majority of consumers that are purchasing these sets is that they will still need a STB to watch the programming they receive today via cable or satellite. Those internal tuners are just wasting energy...
