Firstly, can I use the translation svn to add a document inside my language's directory? I'd use that to fill some general info regarding my translation such as sources I used, debatable terms etc. It would be a readme txt file of a decent size.
What would this be used for and by whom? I guess I don't have an issue with it, but note that it won't be included in NVDA. Just make the name clearly related to the language, not to NVDA itself; maybe something like translationInfo.txt. Still, I think a wiki might be a better place for this.

Secondly, if I were to add the plural forms inside the .po translation file, would the project use those?
NVDA doesn't currently support plural forms. It is possible and there's an open issue about this, but unfortunately, I just haven't had time to look into it.
