For the Office part, yes there's the official Microsoft support site that
has guides in different language. That's one of the references.
But there are also more basic terms which, unfortunately, aren't
definitively standardized in Romanian. I'm writing about basic terminology
such as "desktop", "plugin", on/off, clipboard, hard disk/drive, colour
definitions and the list continues.

The use for the additional info file would be for future contributors for
the romanian translation. The reason behind it is that there isn't a de
facto standard for localization a.t.m. and I want to give reference to the
sources I used. The file would consist of some links to the resources and
some 20 words descriptions for each. And , naturally, it shouldn't be part
of the NVDA project, just part of the translation project (so the
translation svn).
Of course, if this solution goes against your format, I would just have to
rely on the e-mail contact present in the .po file and that the future
translator will care to contact and ask about the version.

NVDA doesn't currently support plural forms. It is possible and there's an
open issue about this, but unfortunately, I just haven't had time to look
into it.
