[mso] Word

I use textboxes in word for pictures in documents.  If these are  placed near 
the top of a page I find that when the picture is inserted, if I  then change 
the attributes of the picture, usually its size, the text box moves  so its 
top edge is more or less at the top of the page (and I do not mean  at the top 
margin).  Attempts to reposition anywhere in the top half of the  page seem to 
fail.  Is there a way of fixing the box so it is anchored  properly.  This is 
so even where the anchor mark starts off on a lower  paragraph.
