China (not Taiwan) _was_ one of the victorious allies. France was made a
permanent member at the end of the War. The foundations of a United Nations organization (Roosevelt's term) were set out at the Moscow and Tehran conferences (1943); Dumbarton Oaks (1944); and at Yalta (early 1945).
