I deny that: hence the force referred to by Gertz.  Shortly after the
formation of the U.N. an edict was issued against nuclear proliferation.
Those in the U.N. at the time wanted to keep the nuclear club small.  

Three of the nations on the Security Council at the present time, France,
Russia, and China, have recently engaged in nuclear proliferation.  The U.N.
has no means for revoking a Security Council Member's membership for
violating U.N. principles; so if we want to stop a rogue state from going
nuclear, e.g., Iran, then it is futile to take this issue to the U.N.  

However, we can enforce the intent of the nuclear proliferation edict with
such a force as Gertz describes.  There is no over-riding cosmic principle
here, though Mike seeks one and others may wish there were.  We don't trust
rogue nations and terrorist organizations to use WMDs against us.  It is
prudent to prevent that if we can.  

We can.

Seeking Mutually Assured Destruction as a preferable alternative is, well,
mad.

Hallelujah! Mike Geary!

Morally speaking, who can deny the justice of the statement of a young
Iranian interviewed a view months back on BBC who said, "If others are
allowed to have nuclear weapons, why not us?"

Cynically speaking, who can deny that the most effective strategy for
preventing the use of nuclear weapons is MAD (Mutually Assured
Destruction), as demonstrated by the Cold War?
