You can't assign copyright to the liblouis project because the liblouis project isn't a legal entity. You'd have to assign to an existing entity or create a new one.

You can't do this automatically. Contributors would need to explicitly agree to it. This could be via online form. However, you can refuse to accept contributions if they don't agree. You also have to get permission from the BRLTTY team. They agreed to let you use it under LGPL, but not to assign copyright.

Personally, I would be reluctant to assign copyright to an entity that wasn't a non-profit, though I suppose I'd give in on that point if I was the only one with that concern.
