I have to say it is getting a little late in the day to bring this up now.  Is 
there any reason these changes could not have been presented earlier?  We are 
on the eve of voting on this.

Here are my comments and changes to the proposed by-law and Regulations that we 
will be discussing and voting on at Wednesday's meeting. I plan to introduce 
these changes as amendments unless the committee is willing to consider them 
before the By-law and Regulations are put to a vote.

1. Article 1: Delete "The head office of the club is 796 Old Colony Rd. 
Kingston, ON K7P 1E7". I see no reason to specify an address, particularly a 
residential one. It's fraught with dangers. If the residence changes ownership, 
the by-law must be amended. Also, are there any insurance implications if a 
residential address is specified? The current by-laws didn't specify an address 
(prior to January 2008) and we were fine. If it's a corporate requirement, I 
suggest that the wording be changed to say, "The head office of the club is the 
residence of the President".

2. I agree with removing old Article 3. It added nothing.

3. In New Article 3, 'honorary' appears both with and without a 'u'. 'u' is not 
normally added to derivative word forms which 'honorary' is.

4. Article 4: Delete 'a' before "written notification". It isn't necessary. 
"Written notification" stands alone.

5. I agree with revised Article 5. It's much clearer than the old one.

6. Article 7: I suggest changing "on the requisition of not less than one-tenth 
of the total number of Full Members" to "at the written request of not less 
than one-tenth of the total number of Full Members" It's a bit friendlier and 
less bureaucratic sounding.

7. Article 14: I agree with specifying the date of the election meeting and I 
like October. It allows for plenty of transition time. I suggest changing, "of 
the year for which elected" to, "of the year following the election."

8. Article 20: I suggest changing "on the requisition" to "at the request" for 
the same reason I suggest it in Article 7.

9. Article 21: I agree with the proposed change. It's simpler and clearer.

10. Article 22: I suggest a rewrite:
"The Executive may propose such By-Laws not contrary to law as may be deemed 
necessary or expedient for the conduct of the business of the Club and may 
recommend the repeal, amendment or re-enactment of any such By-Law. Every such 
By-Law, repeal or amendment shall not be enforced or acted upon until it has 
been confirmed by the members at a general meeting."

11. Article 23: Again, I suggest a rewrite:
"The Executive may propose to make, repeal or amend regulations as shall be 
deemed necessary or expedient for the conduct of the business of the Club. No 
regulation shall be inconsistent with the By-Laws of the Club. Every such 
regulation, repeal or amendment shall not be enforced or acted upon until it 
has been confirmed by the members at a general meeting."

12. Article 26: I suggest deleting, "to such office". It's redundant.

13. Regulation 2: I suggest replacing "determined" with "recommended". If the 
membership fees are being determined by the Executive, they don't really need 
to be approved by the members so "recommended" makes more sense.

14. Regulation 5 b): I suggest changing "Kingston Amateur Radio club Inc." to 
"the Club". There's no need to spell out the Club's full name.
