If one had a freshly loaded version of Juno, it would go to the toll-free
number and download [hopefully] the latest list for new accounts.
Inasmuch as you had already done "Access Number and Setup" Juno chooses
from the numbers already in you list, and does not present the toll free
number [and, indeed, if there is no place to put an arbitrary dialing
string prefix in your dial setup, there is no way to force the toll free
number even if you knew it]. That is a glitch, and an annoying one to
boot, for those who have had to suffer it. This glitch is not likely to
be fixed anytime soon. 

If your acquaintance dropped Juno and saved $3 bucks to boot [and got a
DUN'able connection with POP3 email] he has, so to speak, "jumped over
the cookoo's nest," and is to be congratulated. 

The service in your area, judged by local numbers, is approximately
constant, though slim [In my area, Juno has added more numbers every time
for the last two years, try to make sense of that]. Otherwise this does
not represent a deteriorating of service per se, but a continuation of
what has been for years, IMHO. Why Juno does what they do, and what they
are likely to do in the future, are interesting topics to some and much
discussed here, but for which little is known and less may be predicted.
