Agreed, something is definitely wrong. The DHCP server is what puts in all the local name resolutions, with the exceptions of the servers. This doesn't affect the outbound traffic passing through the ISA much, but does drastically affect connecting back to the workstations. I think the biggest reason clearing the cache causes problems is that it loses the server name resolutions.
