You misunderstood. Packages file (plain .gz or .bz2) is the metadata,Good. But does the repositories have Packages file as well?
It uses the *exact same* repositories as yum does. A repository cannot
exist without packages in it.
list of all the packages in a repository. Without Packages file (OK or
the equivalant metadata) apt-rpm can't work .
ESR deleted a critical library and proceeded to blame Fedora for that.
Package managers is not part of that equation.
There is a definite connection to how packages are managed in Fedora
and he had mentioned it before also. This was just the tipping point.
And the reason for deletion was a file conflict and that is because of
bad packaging/policy.

Ok. Thanks for that info. I accept my assumption was incorrect.
Thats just your incorrect assumption. Read
http://fedoraproject.org/wiki/Tools/Apt
pushLets agree to disagree here :-)
A repository is a set of packages and metadata. Everytime a update is
pushed out a repository can change. There is no predefined time to
out updates and mirrors around the world resync to the master mirrorat
anytime they want which means that a repository can change any minute
all. What is there to disagree about this?
In released section of the repository only changes are (security)
updates. The assumption is different in Debian-based systems and that
is why I said lets agree to disagree. Also when you install more than
one package the probability of the repository changing is not high and
that is why I thought the default value should be a good compromise
between the two differing constraints (bandwidth/time and changes in
the repository).
Anyway I rest my case here.
Cheers
