Make the drawing larger on the working .brd file or go back and edit the sot
.dra and make the drawing smaller.
Ran into the same thing recently... doing the above worked. Keep your part
.dra drawings small.

I did a update to pcb and sot23_5 got deleted. Using quickplace i get the error
"could not fit symbol". Tried using "place manually" to no avail. I'm using
15.2.
