Im using allegro 16.3. At the bottom of the GUI I see "nctape_full". I brought
in the NClegend and the vias were updated, but i don't have a "DRL" file.

i think it is moretrivial...
try entering ncdrill config and change 1 parameter, so config file
getsrewritten, then start drill again
i remember seeing something like this once...
