I think that seems reasonable.

A similar option would be to have 3 radio buttons:
(x) System-wide default from <a>Locale Preferences</a> (12 hour)
( ) 12 hour
( ) 24 hour
Have the Locale Preferences text hyperlink to that pref panel, and make that option the default.
