In Outlook Offline folder settings there is an option to download only changes to Address book since last send/receive operation. This will download only changes to GAL and not the entire address book. I think by default this option is selected. With this option Outlook will not try to download the entire address book. Hence the bandwidth is not an issue. By default OAB updates itself every day once. There is no way you can increase this to like once in 2 days etc. If you want you can turn off the OAB updating, and manually rebuild the OAB every 3 - 4 days. For this, you can set the OAB update interval to Never.
