I actually have heard jaws say "not recording," when you're on a midi track and you have an audio track armed.

Could you please elaborate? I've never heard JAWS say the statement "Not recording".
Does the metronome sound when pressing the (r) for record?

You might try the audio profiles un General if your using WDM drivers.\
