Brandon, you can read about bit rate and sampling frequency in Cakewalk Help, the lesson in the CakeTalking Tutorial on audio tracks, or just about any book on audio. Very generally, sampling rate determines how many little bits of audio occur per second, for example 44,100 means that there are 44,100 little slices of audio per second. Bit depth refers to how many possible bits can be used to represent each of those samples. The higher the bit rate, the greater the available dynamic range.
As for mp3 encoders, some sound better than others. If Audacity uses the free Lame encoder, that one is pretty highly regarded.
As for your peanuts comment when exporting to wav, like someone else said, set the sampling rate to 44.1 and the bit depth to either 16 bits for cd-compatible, or 24 bits if you intend to edit the exported wave file in future.
