Hi, Hope, one way to think of it might be that if you reject the book you can give the original person who scanned the book the opportunity to rescan and correct their mistakes and also maybe they'll be more aware in the future of checking things and submitting better quality material. The person who originally scanned the bok may already have a copy. If they don't want to fix the book themselves, and if you really feel that it would be a good addition to the collection, then you might consider scanning it at that time. Just a thought.
