Actually, I was accepting what Mickey said, thinking
my original surmise was wrong. I did originally think
that the default was Fair--so if submitters don't
bother to fill in that blank, they could be submitting
Excellent or Good submission and the validator won't
know. Nevertheless, if we follow Monica's suggestion
of taking books marked Excellent first, then Good,
maybe we will get more books into the collection
quicker, and maybe submitters of Fair books who see
that their books aren't being downloaded for
validation will either rescan and improve their
submissions or, if they didn't rate them
appropriately, will reject the fair-rated one and
re-submit the book with correct rating.
