These need an icon denoting importance, and each one listed on a separate
line, thus indicating that they are important show-stoppers, because it
could stop a user dead in the procedure...

Maybe including the example will help.

 

1.    Select the Production server (fmx01.ucc.usyd.edu.au) in the left-hand
(Hosts) pane of the Open Remote File screen.

2.    Select EAT_registrations in the right-hand (Available Files) pane.

3.    Click Open.

4.    'Account Name and Password' is selected by default on the login
screen.

5.    Type your password in the field provided. (If it is the first attempt
to access the database, use the password supplied by the database
administrator. If it is not the first attempt, use your UniKey password.)

6.    Click OK.

My question is as to the suitability of the two 'conditionals' in step 5.

I agree wholeheartedly with you, Bob. A step should not contain more than
two processes for example, "Click on the XY button and then click Next." If
more information needs to be given it should be as follow-on text,
preferably indented under the stepped processes given.

Great question, and I don't have a reference.

I reckon that more than two lines of text is the max,
unless it is then broken up into 
-  sub-points 
-  a bulleted list 
-  a similar structure.
