Actually good design would demand a heat barrier and behind that
the best (effective, weight, .. cooling you can design.
ineffective cooling would require to boost coolant flow
---> larger flumbing --> more weight ...

On the other hand it does not make sense to perfect one aspect
of a design in infatuation and leave others at subobtimal levels.

A good performing design is charcterized by overall upper bounds mediocrity. i.e.
nothing sticks out below ( raises failures) and
nothing sticks out above ( much effort for minimal gain )
