You mean that cooler materials are stronger, so if you keep the
chamber walls cooler you can use less material in them?

Come to think of it, I'm not sure quite what quantity was supposed to
be optimized in "optimum cooling". Of course there's got to be
something worth optimizing about the system. It's just that rocket
engines have enough other demands that optimizing just one thing
(something to do with cooling) is unlikely to lead to an overall
optimum.
