In order to get this system to work, you need three miracles.

Specifically each of the following, completely new technologies must work
and be, in all respects, fully practical:

a) Skylon
b) laser propulsion
c) Space Solar Power

To get any one of these technologies to work in the round would take a
miracle.

The normal rule of thumb is that you can expect one miracle in any project.
You require 3.

That's a similar chance of success to what NASA tried with X-33, probably
if anything, worse odds.
