Probably.

You're quoting prices-at-the-pump, which include taxes at various
levels.  He seems to be quoting prices-at-the-refinery, which do not.

That being said, synthetic oil for chemical feedstocks seems to be a
useful idea.  For IC engines, even if carbon neutral, not so much.
