My next silly question is:
Does Windows use the same packet driver as does DOS ?
If so, then my questions were very silly - due to the fact I do not run Windows
beyond Win3.1, and not at all for internet.
OTOH: If you use different packet drivers for DOS and Windows, then the error
message may well refer to the DOS packet driver.
Also, for what it's worth, the DOS rtspkt packet driver can be mounted and
de-mounted at any time under DOS.
I use the same rtspkt as you do, and I load it - then unload it - from the DOS
prompt.
That is included in my batch file for starting Arachne (and all other DOS
browsers).
e.g.:

rtspkt.com 0x60 -m auto
E:
CD arac190
call ARACHNE.BAT %1 %2 %3 %4
rtspkt.com -u
=============================
This means that the packet driver does not use memory until it is needed, and
memory is released when it is not needed.
