Well I just popped in to the 02 store near me and they set it up in seconds. Just pop in and ask them, say it is the 195 for blind people. I just checked mine on 195 on 02 and it is working perfectly and has been for years. Otherwise give their customer service a call but I always find they don't know anything, and now especially at the weekend.

Yeah I'm in the UK.
There are several numbers for sighted people - there's 118212, 118118, etc.
I'm on O2, so how can you subscribe to this?

I live in the UK, where do you live?  It is for UK users.  Free telephone
directory enquiries for blind and partially sighted, sighted people pay
quite a lot every time they ask and I even forget the number they use
now.
Guess it is more to encourage them to use the print directories.  I think
there is similar in the US if you live there.  It will be different
contact
details and a different number you call for the enquiries. Actually if
you
live in the UK, I am surprised you would not know of this service from a
land-line which has been available since Telephone Directories introduced
a
charge.
