Below is the code of conduct.
Westbrook Safe Mobility and Access Committee
Code of Conduct
I, , agree to read fully and abide by the following
code of conduct at ALL meetings and public events. Failure to adhere to the
code of conduct may result in removal from the committee and/or other
disciplinary action at the discretion of committee administrators.
I agree to:
I agree to turn off my cell phone or turn it to silent or vibrate at all
meetings and/or events.
Should I need to take a call I will excuse myself to take such calls privately.
I agree to wear appropriate attire to meetings and events by wearing committee
t-shirts and/or a committee name tag.
I agree that I will not use offensive language at meetings or events. Offensive
language is defined as cursing, hate speech, etc.
Only committee members will be allowed to sit at a committee table during
events unless an individual has been approved of in advance.
Socializing at events with friends etc. should not occur. If you wish to
socialize with friends etc. during an event you should excuse yourself from the
committee table but only when there are enough members to man a table.
If you smoke you will be limited to a 10 minute break but only when appropriate
to do so ie. there are enough members to man the table in your absence. Puppets
and/or other such materials should be stowed away during such a break as it
creates a negative image for the committee.
During meetings one should refrain from interrupting an other member. Please
wait your turn.
Committee members should conduct themselves in a professional manner outside of
events and meetings when discussing the committee and when engaging in any
manner that relates to the committee.
Committee members should adhere to any and all transportation rules. Ie. Using
crosswalks appropriately, adhering to speed limits, following traffic rules and
laws, etc.
Failure to adhere to the code of conduct will result in disciplinary action.
Disciplinary action shall be at the discretion of committee administrators and
may consist of the following:
First offense: Warning
Second offense: Suspension of privileges to participate in events.
Third and subsequent offenses: Removal from the committee.
By signing below I agree that I have read and fully understand the code of
conduct and that I will agree to adhere to said code of conduct. I also agree
that I have been made available a copy of the code of conduct. I also agree
that I understand that failure to adhere to the code of conduct may result in
removal from the committee.

The Second Issue concerns the 25 - 15 WHS School Zone - 35 - 15 WMS School Zone

between WCD - WHS - Stroudwater Landing Intersection - WMS - then over the
Turnpike where Stroudwater Street becomes Westbrook Street in Portland and the
Reverse when driving towards Westbrook from Portland. When the WMS School
Zone 15MPH Flashing Yellow Light is NOT ON, and driving from Portland, some
drivers are moving right along past the Animal Refuge League Shelter around the
Right Hand uphill Curve and one comes up quickly on stopped traffic at the
Intersection with Stroudwater Landing on the Left, where drivers may be waiting
to Turn L or R into or out of Stroudwater Landing.
When the short stretch of Stroudwater Street from WCD to Forest Street being
Repaved, is completed, Speed Limit Control will become a Safety Issue in both
Directions, with 2 Schools in the middle. John has an excellent Idea for
future discussion and School starts up in less than a Month. I do recall one
Westbrook City Councilor expressing their concern about speeding on Stroudwater
Street. The Westbrook Middle School is still located in a " Rural " Area,
with a long access driveway while Westbrook High School is in a Residential
Area with a short access main parking lot driveway.

Westbrook Street ( Portland Side of the Turnpike Overpass ), where developers
are building Homes on the former Camelot Farm property.

Now that the MaineDOT has backed off on setting speed limits using the 85th
percentile rule (speed limits based on the speed at which 85 percent of
vehicles were driving), it's worth requesting to get a road re-evaluated to
reduce the speed limit. People used to be afraid to ask for a road speed
evaluation fearing the speed limit could go up. That is what I was told when I
asked Pownal town officials, but we went ahead and actually did get a speed
limit lowered.
FHWA only recently stopped using the 85th percentile, finally acknowledging
that high speed limits are causing more crashes. So now MaineDOT does not
follow it as strictly as they had, but most roads in Maine are still posted
based on that rule unless they've been re-evaluated recently.

The Speed Limit on downtown Main Street IS 25 mph, which I sometimes believe is
exceeded in places, such as between Stroudwater Street and Captain Bill
Hartley Drive, where the Public Safety Building is.
I personally witnessed a very close call with a Pedestrian earlier this week
where Mr. Bagels and River Edge Deli is located. There is NO Crosswalk there on
Main Street. She walked across from Her car to Rivers Edge Deli, and I stopped
heading East. A car heading West stopped but a small 4wd drive truck nearly
rear ended that stopped car, probably due to speeding and not paying attention.
William Clarke Drive Speed Limit is 35 MPH, which to my mind is TOO FAST !!!,
considering the volume of Large Commercial Vehicles using that road.

BCM is planning a statewide speeding campaign, and I have gotten some good
ideas from a group called Keep Kids Alive Drive 25

organization, they also work on speeding in general, distracted driving, and
tailgating. Is the speed limit in most of downtown Westbrook 25mph? If so,
this might be a good slogan for you on Kids Safety Day.
