In general, that is correct -- most of the juncos that winter in Wisconsin are likely "Slate-colored" Juncos. However, some of the female (or immature?) birds that have brownish flanks (or rusty-brown) that contrast sufficiently with a pure gray (as opposed to a brownish or brownish-gray) hood are likely these "Cassiar" or cismontanus juncos. The problem is often where to draw the line that distinguishes these from "Slate-colored". In a case like this, where a suspected different subspecies is not distinctively marked, it is probably best to leave it indefinite and just call it a Dark-eyed Junco. I think it's still fun to look at the variation that exists in juncos, and check for birds that might be strikingly different -- and perhaps contrasty enough to be called an "Oregon" junco or some other distinctive subspecies. If possible, it might be useful to obtain photos of such a bird for future reference or discussion.
