Do you have control over your edge server?

If so, I would throw a protocol analyzer on it and see what kind of traffic
is going through the link.

If you disconnect the rest of the network, and check connectivity from the
edge server, is it faster?

If I had to guess, one of your users is running Kazaa...

We have a T1 line.

Internet users number about 25.

The Internet access has been fine, up until a month ago, and now it seems to
be consistently bad.  The time of day doesn't seem to matter (I am here
early in the morning and notice that it is slow.  People who stay until 6 PM
at night tell me the same thing.)
