I could be mistaken, but I believe that the reason they didn't want to use
the web interface that the ISP provided was because they already had mail in
Outlook that they needed to have access to with their incoming/outgoing
mail.

Solutions such as VPN may work great, but I'm unclear as to why a simple
solution like one of the various web based mail solutions would not work?
Many of them allow you to pull from existing pop3 accounts (either leave
copy on server or not).  You can connect to hotmail (which can pull from
pop3) with Outlook Express which makes it usefull if you want to save
locally.

Mail2Web.com puts a web interface on any pop3/smtp account, and no mail or
passwords are saved on their servers.

FuseMail.com is a web mail conglomeration site - you can pull (leave copy
on server or not) from pop accounts and send as if from the respective
smtp, and create handling filters for sorting - that is one of the best
sites I've seen it you want to turn all your pop3/smtp accounts into web
mail accounts.

My work site has blocked port 25 (to prevent worms that have their own
smtp transport) so I can't use default smtp settings to send via my ISP
accounts when at work.  My ISP has also blocked port 25 for any smtp other
than their own server, so that I can't use smtp default settings for smtp
accunts on another server/host.  Some web hosts have alternate ports
enabled for smtp just to get around such blocking.
