I wouldn't say that the way he's going to use it is the wrong way, it
depends on his environment.  Now if he was going to be stringing servers off
of that end switch, then he really should think about a different solution.
If 100Mb will fill his bandwidth requirements for that end switch then he's
fine.  

One thing I should clarify though, when I originally mentioned that a
repeater would have little benefit and a switch would be better I was
assuming he was replacing that hub with a switch.  In this situation the
switch will be acting as a glorified repeater.  This is assuming that the
switch will only be serving as a middle man and the other ports are not
going to be used.

Perhaps, you can try the chaining switches, but that may cause more =
problems than it solves.

You should approach management and tell them to do it right, or not at =
all.

it be better to use a repeaters or something rather than a switch?

Any ideas are greatly appreciated.
