Hi, Stewart, no, the sam encoders aren't free for unlimited broadcasting, but they do lots more than the shoutcast plugin. You can hear Chris's tutorial from http://acbradio.org/archives/mainmenu/mm1613.mp3 and you can get the sam encoders from http://www.spacialaudio.com and they are on the winamp plugins link.
