I would say here in Portland there are a lot of small agencies doing  
design and development - and forgoeing the Producer roles.
They manage themselves, usually are 3 to 9 person houses. They are  
usually working directly with a client, which are mostly marketing  
departments in corporate houses. I see Producer roles in the larger  
agency houses and in some corporate houses, but not all.
