This could also be a good description of a Technical Producer or Technical 
Project Manger. I'm an Associate Director in the technology department of a 
large agency and I can tell you that 80% of my job is project management of one 
sort or another.  The same is the case for most of the other AD's and Technical 
Managers here.  IMO, the skillset of a TPM is significantly different from a 
line producer or project manager.

Also, I don't really agree that devs are a dime a dozen.  It's easy to find 
people with basic HTML.  It's really hard to find someone who has good 
HTML/CSS/JS skills.  Web 2.0 development and even well done simpler sites need 
a deeper knowledge of the technology than they did even five years ago.
