There is no charge for transferring documents via a USB cable directly from your PC to the Kindle. The charge comes in when you use what Amazon calls their Personal Documents Service if you transfer documents by
emailing them to your Kindle ***IF*** you use 3g and not Wifi.
The Kindle Keyboard has two models. One uses Wifi such as the wireless signal which comes from your router or a wireless hotspot like a coffee shop. Another model uses Wifi as well as 3G and can receive books via 3g in the same way that cell phones send and receive wireless signals. I'm not sure which model of the KK you have; the 3g/Wifi model is the only
one Amazon is still selling.
If you have a 3g/Wifi KK then Amazon will charge you a fee for emailing an attached document to your Kindle if you use their 3G service which they call Whispernet but they will not charge you if you use a Wifi signal to do the transfer. If you have a 3g/Wifi KK then use the email
address
username@xxxxxxxxxxxxxxx
where username is the user name of the email address used by your KK.
If your KK is Wifi only then I think it's OK to use
username@xxxxxxxxxx
since the Wifi-only model can't use 3g anyway and you therefore can't be charged for usage. If anyone has info which contradicts what I just
wrote please feel free to correct me.

Is the 250 mb thing just for 3g kindles or for wi-fi kindles as well.

Good question: I'm not sure about that. However, this applies to the Kindle's built-in Web browser and not for receiving books for direct
document transfers. For most blind people, totally blind folks
specifically, this is sadly a non-issue as the built-in browser is inaccessible with speech. This limit also does not apply to the KK's
Kindle Store, also inaccessible.

OK, I understand how you are moving your content over to the Kindle, but you are going to be charged for anything that isn't a purchased or loaned Kindle book from the Kindle book store. It is, was, I'm not
sure since its been a while since I've done it myself, $0.15 per
megabyte. And even if it isn't a megabyte size file, Amazon will round up to a megabyte when they charge you.. All though this isn't a part of what we are talking about here, I want to also mention that there's also now a 250 Megabyte cap associated with using the web browser on
the Kindle.

You'll need a PC, it doesn't have to be anything new, it just needs to connect to the web. A PC with With Windows XP and NDVA as a screen
reader would do the trick. How do you connect to the web on the
Braillenote?

There have been four models of Kindle with keyboards, and three of those have had TTS. They are the original Kindle with a split keyboard and no TTS, the Kindle 2 with a keyboard with tiny bump like keys and
